• Resubmission of CI: obs-crowdin-sync Python Rewrite #10578 (see it for details)
• Adjusted for new frontend folder.

Motivation and Context

Easier to maintain. See more at #10578

How Has This Been Tested?

I have successfully tested update-translations.py locally and it made all the correct changes.

Other tests TBD.
