adds a blog post about the community meetings

Note

Low Risk
Content-only change adding a new blog post and an author entry; no runtime or behavioral impact beyond site content rendering.

Overview
Adds a new blog post announcing the updated OpenCost community meeting cadence, including alternating EMEA/APAC and Americas sessions plus calendar/join links.

Updates blog/authors.yml to add the new author ameijer so the post renders with correct author metadata.

## Why are we splitting the meetings?

OpenCost is used and contributed to from many regions. Holding one NA and one EMEA/APAC meeting per month at 10:00 AM EST gives each region a slot that’s more workable locally, so more people can join, share feedback, and collaborate without staying up late or getting up very early.

Minor suggestion. Remove 10:00 AM EST as that only applies to the EMEA/APAC meeting.
