@einsweniger but it's not a database, ECF file is a binary file with content that is later transformed into XML and form there to XLSX, it's not a db, so ODbl doesn't seem to fit here so well, maybe EUPL-1.2 is more defendable in this case |

As explained by email, that the github repository might not be covered under the legal notice of the efsa website.
So in order to open the database for re-use by the general public, I suggest the ODbL.
The license is very similar to the mostly used EUPL-1.2, hence the suggestion.
Maybe contact the legal team of efsa, they might have a say in this.
