Publications built before the law-html-2026 migration used the old law-html repository. Add html_data_repo_name to the publication table so each publication carries the name of the HTML data repo it was built against. The boundary publication is identified via oll:archivedHtml in the RDF index; all prior publications are backfilled with the archived repo name. The portal reads this field directly to open the correct repository when serving historical documents.
