TELCODOCS-2045 - Telco core RDS 4.18 docs

Adds docs for core RDS 4.18. Also moves up the RDS to facilitate usability on docs.redhat.com

Note for reviewers:
modules/telco-core-crs-* files are generated and reviewed upstream and do not require review.
This PR is intended for 4.18 GA, but because Aidan is on PTO on merge freeze day, please do not merge the PR after review. - Kathryn
