adding files for metrics session

added prometheus.yml that strapes based on consul.
added registration to prometheus services to consul

I think you should add a VPC and Subnet creation, this code assumes the default VPC (with has a default subnet per AZ) exists and can be used.
Most students already deleted their default VPC.
