Add APOSMM nlopt example

Note that this example currently requires a libEnsemble branch - it does not work with released libEnsemble.

Currently targeting vocs branch.

• Re-target to main after vocs branch pulled in

• For tests dir: Simple nlopt examples with inline sim. Addresses Add CI test for ExternalGenerator #275

• For Example dir: Test with wake_t and nlopt/ibcdfo.

For example:

• Should we have both nlopt (remove observables) and ibcdfo examples
• If add Perlmutter examples instructions, add needed installs (e.g., nlopt, ibcdfo/minq, jax)
• Change async to True
• Remove use of persis_info if possible.
