feat: productize configurable flows

Summary

• add the coop flows CLI surface for listing, showing, validating, and generating configurable flow task files
• add productization helpers, validation/reporting, and a cookbook of runnable flow examples plus local override examples
• reframe the public docs and run --dry-run output around flow/profile/policy instead of the old routing-only story

Testing

• go test ./...

Notes

• recon_assessment now validates truthfully as a configured flow, but real execution still requires a wired MCP executor in the runtime
