Fixes #671 - adding a new list to register trusts in Islamabad, Pakistan

The only website I can find for the registrar is https://ictadministration.gov.pk/, which doesn't appear to work.

Information about the list has been summarised from third-party articles (example), feedback from a trust we're registering with IATI, and AI search tools.

@kd-ods - are you able to give this new list a sense check if you have a chance?

Specifically - I'm unsure whether this warrants being a sub-national list, or whether it's more pragmatic to create it at the country level. Currently, this is set up to cover only the province of Islamabad in Pakistan, because trust registration happens at the provincial level.

This is the first case of a organisation registering with IATI as a trust, so the volumes of orgs using the list is unlikely to be high.

You're right to set this up as a sub-national list, I think.
