feat: init operator project

This PR introduces just a simple kubebuilder project bootstrapped, just a simple cleanup round has been done to remove all the un-necessary technologies that comes with kubebuilder.

Take into consideration that:

• deployment manifests will be introduced in a second round through Helm
• dev environment setup is still missing, https://tilt.dev/ is the perfect candidate for this
• webhooks server and controller must be split into two different services, addressing in another PR
