This PR fixes and improve the results filtering for both Vulnerabilities and Violations when FailUponAnyScannerError is set to false.
When FailUponAnyScannerError is set to false we filter out final results (vulnerabilities and violations) for any scanner that have failed.
In addition for Violations only - if Violations scan have failed we filter out ALL violations results
