This PR is a proposal to remove inline metadata assembly from the seven top-level OSCAL models (assessment plan; assessment results; catalog; component definition; profile; system security plan; plan-of-actions-and-milestones) for community feedback.

If merged, this change proposal closes #1.

Based on the errors in CI/CD, I might need to clean up the automation for testing and building the repo as an initial step in #4.

An important consideration that I need to address sooner rather than later is how to handle refactoring "roles, parties, and locations" based on detailed feedback from a OSCAL Foundation TWG member on their mailing list in the linked thread below.
