revert 8dc90e5 and increase the constraints
it needs the unreleased sectools 1.5.1 (fix p0dalirius/sectools@a676cdf) that works with 9d3e5ef
else it triggers an error
please also release sectools 1.5.1 with p0dalirius/sectools#17
