Providing a Node.js script that can reformat bulk SEC individual contribution download data into JSON documents which can then be imported into a MongoDB version 4.x collection using the
mongoimportutility. Look in the new directory database/mongodbv4. I also added instructions for using the utility in the README.md. I edited other parts of the README.md as well.Thank you for considering this pull request.
