某些时候需要外界命令，而不是plugin去获取信息。比如用web去和qqbot交互。这时候plugin显得有些杀鸡用牛刀。我加上了poll命令这样可以获取缓存的信息。目前该信息最多存1K条。
经过了测试，修改了出现的bug。现在在python2 和 3上都能正常运行。
