- Update GH workflow to create draft release on tags. - Update setup script to link tools statically. - Rename `POLKAPORTS_*` variables to `COREMV_*`. - Remove `POLKAPORTS_SUFFIX`. Setup only for CoreVM. - Pin `jam-program-blob` version. - Disable musl compiler wrappers. - Create dist.sh script that packs everything for the release.
