Update the 'Skip to' style updates on-load and on hover/active
Add enter and spacebar interaction to the skip to search and skip to list links.

Add a keypress event listener to the 'Skip to' links, so a user can interact with the 'Skip to' links by hitting the
spacebarorenterkeys (in addition to clicking). The update has been tested in Chrome, Firefox, and IE.Update the 'Skip to' styles
