Summary

Adds a "Shared Observability Helpers" section to AGENTS.md surfacing the four canonical helpers shipped in juniper-observability 0.2.0 plus the testing fixture. Closes Phase 3 of the migration plan in notes/observability/REGISTER_OR_REUSE_HELPER_DESIGN_2026-05-05.md.

Documentation only; no code changes. Companion docs PRs in juniper-data, juniper-canopy, juniper-cascor add a brief cross-reference section to each consumer's AGENTS.md pointing back at this canonical reference + the design doc.
