boot.py: added LED blink x3 to confirm wifi connection has been made (my home network is squirrely sometimes).
web_server/main.py: added endpoints for "time", "dummy", "light_on", "light_off", and "switch", as covered in lesson. also added endpoints for "bright", "medium_bright", and "dim" LED output using PWM.
