Closing this PR as Ruby 4.0.0 is too new for the ecosystem. The Docker build fails because google-protobuf 4.33.2 (required by sass-embedded) doesn't support Ruby 4.0 yet - it requires Ruby < 3.5.dev.

Build error:

google-protobuf-4.33.2-x86_64-linux-musl requires ruby version < 3.5.dev, >= 3.1, 
which is incompatible with the current version, 4.0.0

We'll stay on Ruby 3.4.x until the dependency ecosystem catches up with Ruby 4.0 support.
