This PR adds a bunch of new expectations that check for undesireable "City of X" records in our
top_us_citiestest suite.It really helps emphasize the impact of deduplication work and pelias/api#1615 in particular.
It required pelias/fuzzy-tester#208 to fix a bug in
unexpectedtest expectations in the fuzzy-tester.
