feat: minecart sounds

along with new settings in the UI to turn them on / off as needed

make the audio toggles on by default, thats how they are on LCE

for the latest commit:
i deleted the lower-res settings menus cause the game seems to work fine without them
it also makes it easier to edit them in the future
although someone needs to edit the splitscreen versions of the respective settings cause i dont want to do it lowkey
