Use reusable documentation workflow

This PR:

• Adds .github/workflows/new-docs.yml using the shared reusable docs workflow from pimcore/workflows-collection-public.
• Comments out the existing docs workflow (docs.yml/docs.yaml), keeping a backup as .bak.
