This is an automated cherry-pick of #21509

Updated documentation to indicate that various features and INFORMATION_SCHEMA tables are not available on both TiDB Cloud Starter and Essential clusters, instead of only Starter clusters. This change ensures accurate information about feature availability across different TiDB Cloud cluster tiers.
