Code Review

This pull request adds the release notes for TiDB v7.5.7. The changes are mostly correct, but I've found a few minor grammatical issues in the new release notes file. More importantly, releases/release-timeline.md contains unresolved merge conflict markers which need to be fixed. I've provided suggestions for all these points.
