Wrap short-packet errors with packet context

Description

1. wrap all code paths that return errPacketTooShort so the error message now includes the packet or header type while keeping errors.Is compatibility

2. add helper utilities (packetTooShortError, packetNameFromHeader) to centralize naming logic. packetNameFromHeader can be used later to fine-tune other errors with their origin

3. update existing unmarshallers and size checks to use the helper, improving observability across RTCP packet types

4. extend the test suite to cover the new behavior, including unit tests for the helper and a regression test on the existing invalid-header scenario
