Summary:\n- convert policy operator/design docs from markdown into Sphinx rst and add them to docs index\n- align policy workflow docs with current CLI and API contracts (import-policy-artifact, policy-publish, activation semantics)\n- update architecture, getting started, database, and API reference sections for DB-first policy control-plane behavior\n- remove stale markdown docs replaced by Sphinx pages\n\nValidation:\n- cd docs && make html (build succeeded)\n- pre-commit hooks passed during commit\n\nNotes:\n- docs-only change; no runtime behavior changes
