Refresh dashboard UI and add config editor

[pmbstyle]

Summary

• redesign the dashboard shell and pages with a calmer full-screen shadcn-based UI
• add a structured config editor to the dashboard with secret-safe read/write handling
• make dashboard asset builds run in the background during octopal start

Testing

• npm run build in webapp/
• uv run pytest tests/test_cli_webapp_build.py -q
• uv run pytest tests/test_dashboard_v2_api.py -q
