Summary

  • add a shared Octo runtime status helper used by dashboard and status surfaces
  • update Telegram and WhatsApp channel status reporting to use the shared Octo status
  • align the gateway status tool with the same status source and add focused tests

Testing

  • uv run pytest tests/test_octo_status.py tests/test_gateway_status_tool.py tests/test_whatsapp_runtime.py
