Layer shell allows anchoring to to all edges and setting a size, in which case a surface should be centered.

Layer shell allows anchoring to to all edges and setting a size, in which case a surface should be centered.
Looks like the centering may not be working quite right on cosmic-comp? (Sway seems better.)
