# Create a Team Charter

Efficiency begins with an organizational structure designed to highlightproblems that need to be solved, not hide them. Too often, "task flowobscurity" prevents leaders from identifying where the system is failing. Whentasks bounce between teams for gate keeping or minor approvals, the processbecomes a black box, resulting in a culture of "waiting on Team X."

The tone here is very "trust me, I'm an expert." We want more of a "here's something that might be valuable along with the trade-offs" sort of approach.
