This PR introduces support for provisioning SLES 15 through Docker.

However, Docker is susceptible to false positive failures when attempting to download our puppet_agent nightly puppetcore from a private endpoint.
Note: When multiple provisioning options are available to puppet_litmus, it always defaults to using Docker provisioning. Therefore, this PR affects all module provisioning by changing SLES 15 from GCP to Docker provisioning.
