Adds max_uses to tools.
I have only added support for ToolReturn and not erroring out, I don't think we should drop the entire run for tool limit exhaustion of a particular tool. Maybe we could consider this being a parameter(strict / non strict limit exceeded?) but it is not at the moment.
I will keep it in draft and wait for #3656 to go first because this has another tool return type added and we could use the prompt template and return_kind feature here as well.
