Refactor: Remove legacy ontodocker shim

This PR removes the intial prototype ontodocker.py. Functionality is completely contained in the new architecture.

• Remove the deprecated courier.ontodocker shim module
• Drop the related legacy top-level exports from courier.init
• Remove shim-specific unit tests
