install libgrpc-dev into pip devcontainers for cuopt

After NVIDIA/cuopt#939, cuopt doesn't configure without the libgrpc C++ library.

Haven't seen this issue before, let me tag @rg20 he might know if we have come across this before.
And currently we are not seeing this failure in our CI.

And we have been using gcc 14 for conda and wheel, so may be we need to switch it over here.
