BLOCKED: Publishing the public GitHub release for `v7.0.15` still requires credentials with `workflow` scope. The tag `v7.0.15` points at `0ec36159676be5291418281034f0a687935bf4fb` on `recodeee/gitguardex`, but `gh release create` and browser automation both stopped on auth/target safety gates.
