Operators wanted the Active Agents surface out of Source Control so the repo graph and SCM stay clear. This change adds a dedicated Activity Bar container with a hive icon, keeps the live badge on the container, and retargets focus/docs to the new sidebar location while preserving the existing tree runtime.

Constraint: VS Code view containers need a bundled SVG icon path and the live badge stays attached to the existing view id
Rejected: Keep the SCM container and only tweak copy | did not satisfy the request for a separate icon lane
