This PR performs a repository cleanup by removing the non–Machine Learning-related folder tail_effect.
The folder contained only basic HTML, CSS, and JavaScript files, which were unrelated to the scope and purpose of this ML repository.

This removal was explicitly approved by @sanjay-kv.
