Adds support for the RG_Host_Say hook that allows intercepting/modifying player chat messages. Files modified: - hook_list.h/cpp: Add RG_Host_Say enum and registration - hook_callback.h/cpp: Add callback implementation - reapi_gamedll_const.inc: Add AMXX documentation - regamedll_api.h: Add interface typedefs
