Updated pre-commit hooks, including `ruff` to v0.12.0 and `mypy` to v1.16.1. Upgraded dependencies in `poetry.lock`, such as `certifi`, `pydantic`, `pytest`, and `uv`. Synchronized `poetry.lock` to reflect changes.
