Upgraded pre-commit hooks for ruff (v0.11.8) and poetry (v2.1.3). Updated dependencies in `poetry.lock`, including versions for `bump-my-version`, `certifi`, and `charset-normalizer`. These updates ensure compatibility, bug fixes, and improved features.
