fyi this is fine, items at 2nd level still render as lowercase Latin letters but require integers internally

I thought maybe there's a value in keeping the Makefile, but with the build command being a single-liner, well whatever.

Yeah, I might've gotten a bit overzealous with removing stuff in this PR. At the very least I'll migrate to just to oxidize the statute even further.
