Cost Optimization: Open Search

cost optimization for dev and prod open search environments.

I imagine this would be being able to easily spin up a dev cluster, configure (master user, role, and user role mappings), populate with data set. Right now the dev cluster is always running and while it is a HUGE cost it is a bit of a waste even with just one node in the cluster.
