The proposal to require zulip IDs explicitly mentions that the requirement should only extend to project team members and not marker teams. Given that I am only on the windows marker team, and not part of a standard team, this requirement should not apply to me and thus the allow list should not even be checking whether I have a zulip id to begin with. It's true that for now the T-all Zulip stream is meant for team members. That being said, I think that we'd eventually want to It would be good to clarify this though, I'll add it to the council issue. |

This PR makes Zulip ID required for all active team members, with the exception of an allowlist consisting of a few current team members for which we didn't find their Zulip ID yet.
