To avoid the frequent issue of the target of our harassment policy link to change, this pulls in the definition into our page. This also allows translation teams to translate it.

As this is a policy change, it got checked and signed off by core. rust-lang/core-team#17

Note that this build may fail - I run windows and do have to use this PR for testing.

We also have the code of conduct "vendored" in a bunch of our repositories. We should either update all of them, or change them to have just a link to the website (like we did with the security policy).

@pietroalbini that's a good question: is the CoC part of artifact stability?

While it could be nice to have people see the CoC at the point in time of their repository clones, it's also a really big hassle to update tens of repositories every time we need to make a tweak. Linking to a single place avoids that work, and also allows people to view translations.

I think we should still vendor it, but link to the canonical version at the top
