I had attempted to fix a problem where if you passed in a config file that was not parsable by viper it would error. However, in that change I broke the case where you haven't logged in yet and the config file doesn't exist. This moves that check for parsing errors into the correct function so that we don't break initial login where the config file doesn't exist yet.
