Filter: ROOT Tree interface for analysis software

Purpose

A macro or compiled interface system for dynamically working with ROOT output Trees called filter because tree's roots filter nutrients out of the ground, now just replace nutrients with information and the ground with data and you get what I mean

Currently the desired functionality lives inside the bkgd_pe script in Remoll and in the DataFrame Aggregator and SmartHadd functions inside JAPAN
