Introduces a newtype, PartitionBoundPredicate, to differentiate predicates that are bound to partitions rather than schemas so that nobody has to waste another couple of hours tracking down a bug where you get these two bound predicates confused.

The file IO S3 tests do not work on OSX due to the connection to the docker container being blocked when connecting via the containers hostname. This change connects to the port that Docker has exposed for minio on the localhost instead
