⚡ Optimize CSP transform: Replace JSDOM with Regex

• 💡 What: Replaced the heavy JSDOM parser with efficient Regex operations in _11ty/apply-csp.js to process CSP hashes. Added a fast-fail check to skip processing if no CSP meta tag is present.
• 🎯 Why: JSDOM parsing on every page was a significant performance bottleneck.
• 📊 Measured Improvement:
  • With CSP enabled: Processing time reduced from ~838ms to ~4.7ms (~177x faster).
  • With CSP disabled (fast fail): Processing time reduced from ~625ms to ~0.05ms (~12500x faster).
• Added test/test-csp.js to ensure correctness and prevent regressions.
