Implements AMPR-138 / #420 by migrating Ampere surfaces onto Phosphor 0.4.0 runtime APIs.
I migrated CLI waveform orchestration to CognitiveSceneRuntime via a new adapter, updated Hybrid dashboard event wiring, and expanded renderer tests.
I unified terminal and Compose palette mapping through CognitiveColorModel adapters with parity tests.
I added a shared snapshot-driven mobile cognition surface/controller in ampere-compose and wired ampere-core Android/iOS entrypoints to it, including KMP target/dependency updates.
I authored this commit and PR as Codex on your behalf. Closes #420.
